On March 15, 2017, National DEAR (Drop Everything and Read) Day, schools, Organizations, communities, and all stakeholders around Uganda are invited to read for at least 20 minutes at 11 AM.
The Education and Sports sector Review takes place at the end of September. It is the moment in the year when all the different education stakeholders come together to discuss and review the previous year and make recommendations for the future.
FENU has also been campaigning to improve the Ministry of Education and Sports’ review, planning and budgeting process.
Improving the links between budgeting and planning should enable the education sector to better implement it’s plans for improving the quality of education in Uganda.
Recent weeks have seen exciting moves forward on this. A briefing on FENU’s recommendations, developed with the Ministry of Education and Sport’s planning department have recently been approved by the Ministry and is available here>>.

Read about this year’s Global Action Week, our thematic group work and how we have been working with the Ministry of Education, Parliamentarians and Education Development Partners to campaign for change and improve education in Uganda.
Global action Week 2014 focused on eduction and disability. All over Uganda NGOs worked with learners, teachers, parents, communities, local leaders, MPs, civil servants and government to campaign for all children, including all those with disabilities, to have access to quality education.

At the end of last year we asked FENU members and partners to fill in an anonymous questionnaire to find out what they think of FENU’s work. All FENU’s thematic groups were asked to feed back and an e-questionnaire was e-mailed to all members and partners.
We were very pleased to receive many responses from different otganisations, which we have learnt a lot from.
In general our members are very pleased with FENU’s advocacy work. 89% of respondents rated FENU’s advocacy work as either ‘Very good’ or Good’ and 92% found the thematic group work either ‘Very useful’ or ‘USeful’. 83% of respondents felt that over the last year FENU’s work has been getting better and no respondents felt it was getting worse.
Members fed back that they appreciate the opportunity to network and do joint advocacy work. Members are keen to do more work at District level, with the media and with local communities as well as strengthening partnerships with other education stakeholders.

The Forum for Education NGOs in Uganda (FENU) is pleased to hear that the Ugandan Government’s application to the Global Partnership for Education (GPE) has been successful. Uganda will receive a grant of $100 million to help us meet the Millennium Development Goals in education, on the condition that the education budget is increased over the next three years.
The money will be used to improve teacher and school effectiveness in the public primary education system, specifically with a focus on new approaches for early reading and numeracy and improved school facilities and accountability.
FENU has been actively involved since the GPE application process started in 2012 through coordinating civil society input into the application.
We have consistently campaigned for interventions that will truly impact on the quality of education in Uganda, and are pleased that some of our recommendations have been taken on board.
We are also pleased to hear that as a result of our consistent campaigning, a key condition for Uganda receiving the grant is that there will be an increase in the education sector budget over the next three years. GPE money must be additional to government funds, rather than replace them. Civil society has therefore argued that the Government must commit to increasing the education budget if they are to be eligible to receive these funds.
Frederick Mwesigye, executive director of FENU, said ‘this money could not come at a more critical time. Uganda’s public education system is in crisis with school dropout soaring and motivation of our poorly paid teachers at an all time low. We are pleased that the education budget will increase, and that Uganda will receive additional money from GPE to help us face the many problems facing education in Uganda’.
‘This is only the beginning’, Mr Mwesigye continued. ‘This is a crucial opportunity for Ugandan education, but the real test will come with implementation. Civil society will continue to play a key role in monitoring the implementation of the GPE grant and if properly implemented, we hope to see marked improvements in the quality of education in Uganda.’

On November 28th 2013, FENU members and various stakeholders converged at Hotel Africana for the FENU AGM. At this event, FENU’s achievements and challenges through the year were presented. The FENU Annual report and financial report were presented and adopted by the meeting. These presentations triggered various discussions.
The meeting discussed how to supplement FENU finances to help with the running of the FENU secretariat. The meeting agreed that members should pay membership of 20,000 and an annual subscription for 50,000. The meeting agreed that these fees should be cleared by the first quarter of the New Year.
The election of a new FENU Board was also discussed. The meeting agreed that members should be mandated to vote for the next FENU board members after paying the membership and subscription fee. It was thus agreed that the FENU board should continue serving until the next AGM when mandated members will be able to vote for the new FENU Board.
The meeting heard reports from each of the thematic groups on what they have been doing this year. FENU work on the global partnership for education, Uganda Parliamentary Forum on Quality Education and the Quality Public Education campaign was also shared.

P7 candidate aborts to sit for PLE– In the recent PLE exams a 13 year old aborted her baby because she did not want to miss out on her final exam. 210 P7 candidates missed their PLE due to pregnancies, this year, according to the district education officer, Joseph Musoke, over 13,000 pupils have vanished from UPE Schools over unknown reasons… New Vision>>
